Two sets of leaked documents have been provided to GroundUp by #UniteBehind, showing the rot at the Passenger Rail Agency of South Africa (PRASA). The first set of leaks, reports commissioned by Treasury, were first reported on in November 2017. The second set were first reported in October 2018.

Werksmans reports (2018 leak)

The investigations by Werksmans were commissioned by former chairman of the PRASA board Popo Molefe after the Public Protector’s 2015 Derailed report instructed him to, β€œsupport National Treasury in conducting a forensic investigation into all PRASA contracts above R10 million since 2012.”

The investigations were concluded in June 2017 and handed to PRASA in July 2017. The reports were given to the Parliamentary Portfolio Committee for Transport in February 2018. It is unclear why the committee has not released the reports.

Treasury reports (2017 leak)

The Department of National Treasury commissioned 13 firms to investigate Passenger Rail Agency of South Africa (PRASA) contracts worth R10 million or more. This was ordered by former Public Protector Thuli Madonsela in her 2015 report on mismanagement at PRASA. Treasury sat on these reports for almost a year (perhaps longer in some cases). Here are the reports as they were provided to GroundUp by the UniteBehind Coalition. The only modification we have made to them is to convert Word, Excel and Powerpoint files to PDFs using LibreOffice. The KPMG report we originally received was an encrypted PowerPoint file which we could not access. We were subsequently given a KPMG report in PDF format.
